Why lap bars and seatbelts together

Quick question from the safety side: many manufacturers spec both as redundant restraints per ASTM F2291 to reduce latch-failure and submarining hazards. What was the first major U.S. coaster to ship with that combo as standard — anyone recall a pre-2012 example?

I’d point to Magnum XL-200 (1989) as the first big U.S. case — Arrow shipped those trains with a lap bar plus a seatbelt decades before the F2291-era “redundant restraints” push; see https://coasterpedia.org/wiki/Magnum_XL-200. Steel Force (1997) did the same, and if you mean modern lap-bar designs, Cheetah Hunt (2011) opened with belts too. Are you limiting “major” to hypers, or any production model?
